is seeking an experienced Project or Program Manager to interface with key federal clients and ensure the effective oversight of multidisciplined environmental consulting service task orders and scopes of work across multiple contract vehicles.
The Program Manager will also support relationship management and business development across multiple federal agencies, focusing on U.
S.
Army Corps of Engineers (USACE) and other key federal clientele critical to First Environment's project portfolio.
Responsibilities About First EnvironmentFirst Environment is a multidisciplinary environmental consulting and engineering firm and certified SDVOSB under the VA Center for Veterans Enterprise (CVE) / Small Business Administration.

The company's core practice areas include site investigation and remediation engineering; environmental due diligence; regulatory compliance support and auditing; litigation support and expert testimony; climate adaptation and resilience; and quality, environmental, health, and safety management systems.

Program & Project Management Support day-to-day operation of the federal and other government services market area, including project delivery performance, go/no-go decisions, pricing strategies, risk management, forecasting and budgeting, and performance reporting.
Direct and supervise project managers to ensure timely, effective, and efficient performance of project management responsibilities.
Serve as a project manager for a sub-set of projects within the group managing scope, schedule, budget, quality, and risk.
Assign projects and pursuit efforts to project managers within the group.
Evaluate project management compliance with First Environment risk management policies and procedures.
Conduct regular project review meetings with project managers to monitor project-level performance, budget, schedule, risk, and quality management.
Lead and support efforts to integrate improved resource management (e.
g.
, implementation of resource-loaded scheduling capabilities and practices).
Marketing & Business Development Engage USACE and other federal agency clients to maximize the potential of existing contracts, promote client engagement to support revenue growth, and support future sales initiatives through close coordination with the First Environment business development team.
Initiate and maintain relationships with multiple clients to understand their needs and match with First Environment's capabilities to support revenue growth and support future sales initiatives.
Assist in developing, reviewing, and approving proposals (with support from marketing staff) and related pricing, approaches, and schedules to support market area objectives and individual bid pricing strategies.
Mentorship & Training Identify and close capability gaps among project management staff, providing valuable team management and talent development support to foster career growth and required skills of project managers.
Manage and review individual performance of project managers within the group.
Mentor and develop staff, including conducting thorough high-quality performance appraisals.
Travel Minimum one day per week work in First Environment's Butler office Regular meetings with clients across NY/NJ metro area Domestic travel may be required.
The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
Minimum
Qualifications:
Must be able to clear a federal government background investigation Bachelor's degree in related environmental discipline 10 years of related experience supporting or managing broad, multidisciplined scopes of work related to the environmental performance of military or other government installations, public civil works programs, or transportation improvements.
Proven track record of providing leadership, managing teams, and developing and retaining staff engineers and scientists Strong demonstrated project management skills, with experience in organizing, planning, and executing projects from pursuit through closeout involving internal personnel and subcontractors.
Skilled business developer with experience identifying, developing, and maintaining relationships with key prospects Familiarity with capture management and proposal processes and experience leading large scale proposal efforts, particularly for federal government procurements Experience in applying creative solutions to complex challenges Experience delivering projects for private, industrial, and government clients Team player with a high degree of self-motivation Strong technical editing/written communication abilities Strong communications, report and proposal writing, and management skills Computer proficient, including the Microsoft Office suite.
Additional Preferred
Qualifications:
Previous experience managing multidisciplined environmental consulting projects for the federal government strongly preferred, including, but not limited to:
natural resource inventories, site investigation/restoration, National Environmental Policy Act (NEPA) compliance, and cultural resources.
